The Central Intelligence Agency (CIA) in Washington, D.C. became the first major national security agency to join the government-wide initiative for agency restructuring by offering voluntary buyouts to all its staff members.

CIA workers who choose to resign voluntarily will receive up to eight months of pay and benefits under the buyout program revealed on February 4, 2025. President Donald Trump’s initiative to reduce the federal workforce includes plans to restructure intelligence agencies according to his security priorities.

Government-Wide Layoffs and Workforce Changes

The administration initiated buyouts as part of a larger restructuring plan which impacts various federal agencies. Official guidance on voluntary separation incentives existed from the Office of Personnel Management (OPM) before the CIA’s involvement represented a historic change in personnel policies for national security agencies.

According to Trump administration representatives buyouts will lead to greater efficiency yet critics see these moves as extensive workforce reductions that pose risks to national security.

Future of CIA Operations

There is concern among intelligence experts about risks to national security but Ratcliffe argues the move will inject the agency with fresh energy. The planned changes for the CIA will influence both its covert operations team and its analytical units because they aim to enhance field missions and intelligence collection.
